This suit does have the FINA logo and does not currently have the green check mark on it, however it is still approved and legal for competition. When competing in this suit as a 12&Under swimmer, you may follow the "work around" rules listed on USA Swimming and linked below (page 3) to get the suit approved by the meet referee.
